Private businesses, unlike gangs, will be much more responsive to the needs of society and can allow the government to strongly enforce rules and legislation surrounding cannabis sales.
The fear of losing a distribution license, and the assorted profits, will allow much more effective restrictions on cannabis usage than presently exist.
Currently, drug gangs do not enforce age restrictions nor are they bound to deal only in legal currency. Many drug gangs will "front" drugs in return for later services, money, or stolen goods from drug abusers. Some will even go so far as waiting outside social service centers to track down those receiving their EI or welfare cheques.
Private liquor stores, on the other hand, have a very good track record in checking identification for age and know that it would be the end of the business if they accepted stolen goods.
A controlled licensing and distribution network would allow recreational and medial users a defined outlet from which to purchase cannabis for personal usage.
